If the loan involves interest, it is an interest-based (ribawi) loan and it is impermissible to take it. If it does not involve interest, then it is impermissible to obtain it through lying and deception, because both are forbidden. Allah the Almighty says: (Then we would earnestly pray and invoke the curse of Allah upon those who lie) (Al-Imran: 61). And the Prophet, peace and blessings be upon him, said: "And indeed lying leads to wickedness, and indeed wickedness leads to the Hellfire. And a man continues to lie until he is recorded with Allah as a liar." And the Prophet, peace and blessings be upon him, said: "He who deceives us is not of us."
