Is it permissible to send the amount of a vow (Nathr) to needy relatives, knowing that they had previously asked for financial help and were refused before the vow was made?
If the one making the vow (nazir) does not specify a beneficiary for their vow, then they must give it to the poor and the needy. It is preferable to give it to a poor relative, based on the Prophet's (peace be upon him) saying: "Charity given to the poor is a charity, and charity given to a relative is both charity and upholding ties of kinship." An exception to this is one's parents: it is not permissible to give the vow to them if they are in need, because their maintenance is obligatory. Nor is it permissible to give it to them if they are not in need, as they are not entitled to it in that case.
