However, if the intention is to arouse desires, or if the pictures lead to that, then they are ruled impermissible, because the means take the ruling of the ends, and whatever leads to the forbidden becomes forbidden.
As for girls sending pictures of themselves to each other, it is permissible in principle. However, it is more cautious to avoid it due to the possibility of someone who is not permitted to see them viewing them, even if these possibilities do not necessitate prohibition.
