What is the meaning of 'Umar, may Allah be pleased with him, ratifying the triple divorce when people became lenient regarding it?

Triple divorce was counted as one during the time of the Prophet, peace be upon him, Abu Bakr, and for two years of Umar's caliphate. Then Umar, may Allah be pleased with him, enforced it as three. Scholars have differed on the meaning of people's leniency and haste in divorce during Umar's time. It was said that they began to intend the resumption of triple divorce when uttering its لفظ (wording), and it was also said that they would pronounce the triple divorce all at once.
