If the madhy (pre-seminal fluid) ceases for a specific period, one must wait for that time to perform ablution (wudu) and prayer (salat). However, if it is continuous, your ruling is that of one afflicted with perpetual discharge (sahib al-salas). You perform ablution after the entry of the prayer time and pray as much as you wish. Your ablution is not invalidated except by the departure of that prayer time, unless you intentionally nullify it.
