It is permissible to say that so-and-so has no mercy, meaning he is not compassionate. As for the phrase "so-and-so does not let God's mercy descend," it is impermissible to utter it because it contains disbelief in Allah Almighty. For Allah has absolute power and nothing can incapacitate Him, and no one can withhold His mercy. Allah Almighty says: "Whatever mercy Allah opens for people, no one can withhold it. And whatever He withholds, no one can release it thereafter. And He is the Exalted in Might, the Wise." One must avoid this phrase and repent from it.
