Is it permissible to travel for Hajj or Umrah with the intention of performing the rituals and the intention of getting married in the Kingdom?

A Muslim is permitted to marry during their journey for Hajj or Umrah, whether in Mecca or elsewhere, provided they are not in a state of ihram. Rather, they should marry before entering ihram or after exiting it. If trade is permissible during Hajj, and that is a pursuit of worldly matters, then marriage is even more so permissible. It is preferable for the pilgrim to abstain from trade and the like on their journey, but if they combine Hajj with trade, their Hajj is valid, though its reward will be less.
