What is the ruling on utilizing money found that belonged to a person who died four years ago, has no heirs, and was found in a country other than his own?

If a deceased person has no heir, then their wealth is spent on the general welfare of Muslims, and the شرعي (Sharia) judge oversees this. If someone finds money belonging to a deceased person who has no heir, then they are obliged to search for the heir. If they do not find one, they should hand it over to the شرعي (Sharia) judge, or spend it on the general welfare of Muslims, or give it as charity to the poor and needy.
