Is it permissible to perform breast reduction surgery for breasts that cause embarrassment and harm, knowing that the procedure requires general anesthesia?

Breast reduction surgery is permissible if the breasts are excessively large to the extent of being a congenital defect. However, it is not permissible if the increase in size is minor and does not reach the level of a defect. If the surgery is permissible, then there is no objection to full anesthesia for it. The determining factor is the purpose of the operation: Is it to remove a congenital defect or merely for cosmetic enhancement? If reduction can be achieved through harmless medications, then there is no objection to that, and it is not considered an alteration of Allah's creation.
