Evil occurs by the Universal Will, not the Legislative Will. Thus, Iblis's refusal to prostrate was by Allah's Universal Will, whereas Allah willed him to prostrate by His Legislative Will and enabled him to do so, but he did not, and therefore he was punished. If Allah had willed his prostration universally, it would have occurred.
