What is the ruling on answering jurisprudential questions for an ordinary Muslim who knows their proofs, even though he is not a student of knowledge?

It is permissible to benefit people with jurisprudential issues and the sayings of the people of knowledge. This is considered spreading knowledge, for which the doer is rewarded. It falls under teaching people good, for which Allah, His angels, and all creatures invoke blessings upon him. It is stipulated that the one issuing the fatwa (religious edict) must be knowledgeable of the issue with its evidence, or be transmitting it from a reputable Imam. It is permissible for a follower (muqallid) to issue a fatwa when there is a need and no qualified mujtahid (independent jurist) is available.
