Is it true what is said about the existence of a Surah "Al-Wilayah" in the Shiite Qur'an that is not found in the commonly known Qur'an?

Some Shiite scholars affirmed the existence of Surat al-Wilaya, while others denied it out of dissimulation (taqiyya). Among those who explicitly stated its existence was Mirza Husayn Muhammad Taqi al-Nuri al-Tabarsi, who authored the book Fasl al-Khitab fi Ithbat Tahrif Kitab Rabb al-Arbab, claiming that the Companions concealed verses and surahs from it. Among what was mentioned in his book was the text of "Surat al-Wilaya" and "Surat al-Nurayn." It was also cited by Dabistan-e Mazaheb, Minhaj al-Bara'ah, and Tadhkirat al-A'immah. This claim is a refutation of Allah's saying: "Indeed, it is We who sent down the Dhikr (the Qur'an), and indeed, We will be its guardian" (Quran 15:9). Muslims are in agreement that whoever claims there is alteration or distortion in the Qur'an has committed disbelief.
