What is the ruling of the Sharia regarding a husband's breaking of the initial agreement concerning the division of days between his two wives, his neglect of his second wife, his refusal to spend weekends with her, and his long periods of abandonment of her, despite his awareness of her psychological distress?

There is no blame on the husband for retracting his agreement to spend three consecutive nights [with one wife], because that is not permissible except with the consent of the other wife. The wife's right is to have justice in spending nights, a night for a night. A husband abandoning his wife without justification is forbidden, and the wife is permitted to seek a divorce from him before the judge. If the abandonment is due to the wife's defiance (nushooz), then it is permissible to abandon her in bed. We advise understanding and patience, and not to rush into seeking a divorce.
