What is the ruling on passing in front of the first row over the Qur'ans placed on the backrests behind the worshipers in some new mosques?

One must avoid stepping over copies of the Qur'an unless it is absolutely necessary, because not stepping over them is an act of glorifying Allah's rituals and sanctities, and showing contempt for them is considered disbelief (kufr). If one finds no other way than to step over them, there is no sin upon him as long as he does not intend degradation. Indeed, it has been reported that sitting on a saddlebag containing a Qur'an is permissible if the intention is to protect it. Scholars are of the view that stepping over copies of the Qur'an is permissible in cases of necessity, provided that it is not done out of disdain or degradation, and that they are not trodden upon by the feet, but rather by lifting the feet over them.
