Is it permissible to perform Hajj on behalf of a mother who is ill with liver disease, whose health is unstable, who is 77 years old, and who does not possess the means for Hajj, knowing that the pilgrim performed Hajj last year and will perform it on her behalf this year?

If one is unable to perform Hajj physically or financially, Hajj is not obligatory upon them. However, it is permissible for their child to perform Hajj on their behalf with their permission, provided the child has already performed Hajj for themselves. The Shafi'is are of the view that if a disabled person (one unable to perform Hajj physically) has no money but has a child who obeys him and is capable of providing for the journey and provisions, then Hajj becomes obligatory upon the father, and he must instruct his child to perform Hajj on his behalf.
