Is the meaning of "He wills" (God or the individual)? And is man predestined if God wills for him guidance or misguidance? And is it permissible to describe someone as misguided if God has willed misguidance for him?

The phrase "He guides whom He wills and misguides whom He wills" is not a Quranic verse. Rather, similar phrases are found in the Quran, with misguidance preceding guidance, as in His Almighty's saying: "He misguides whom He wills and guides whom He wills," because misguidance is a continuation of the original state, while guidance is the creation of something that did not exist. Allah is the Actor of the will in guidance and misguidance, and He guides whoever strives in seeking guidance. Destiny is a divine secret, and no one knows their ultimate end. A person may perform the deeds of the people of Hellfire, then conclude their life with the deeds of the people of Paradise, and vice versa. It is permissible to describe a person as misguided with the intention of warning and guiding, not with the intention of shaming or disparaging.
