What is the ruling on designing images using Photoshop of living beings (humans, children, cartoon characters), or parts of human images that are unclear in their features or do not cause fitnah?

It is permissible to use the program for design if the design does not include images of living beings, because depicting living beings is forbidden according to the majority of scholars, due to the saying of the Prophet, peace and blessings be upon him: "Those who make these images will be tormented on the Day of Resurrection, and it will be said to them: 'Give life to what you have created.'" It is permissible to design if the image is cut and what remains of its parts is such that life cannot persist with it, like an image of a head without a body or a body without a head, or if the image is defaced. It is permissible to draw everything that does not have a soul, such as trees, stones, and rivers. As for designing cartoon characters, it is permissible if it serves a valid purpose, such as educating children or for da'wah and virtue; otherwise, it is not permissible if it imitates something that has a soul.
