What is the ruling on a woman raising her voice when reciting the Qur’an or delivering poetry in front of a mixed gathering of people?

There is no objection to a woman raising her voice with the Qur’an or poetry in the presence of non-mahram men, provided it is free from excessive elongation (tamteet) and breaking (takseer) of the voice, and provided there is no fear of temptation (fitna) by her voice. Similarly, there is no objection to listening to her voice if there is no fear of temptation, but it is forbidden to derive pleasure from it. Al-Nawawi clarified that the permissible singing of slave girls is raising the voice with chanting that does not incite evil or stir souls and desires, and does not involve breaking or excessive elongation of the voice.
