Is it obligatory for a thief who repented and returned an amount equivalent to the stolen money, to give charity on behalf of the deceased owner of the money, or to do anything else, knowing that he performed Hajj, repented, and is regretful?

Whoever took money from a known grocery store owner must return it to his heirs, and the right is not relinquished except by doing so. If the heirs cannot be identified, then it is permissible to spend the money on charitable causes.
