Is it permissible to kiss girls on holidays and special occasions?

Kissing girls is either permissible (mahram) or impermissible (non-mahram). If they are mahram, it is permissible to kiss their hand, head, and forehead, provided that the person kissing is safe from being aroused or causing temptation. This applies more closely to blood relatives than to foster relatives. However, kissing the mouth is never permissible. If the girls are non-mahram, it is not permissible to kiss them, touch them, shake their hands, or even look at them.
