The answer

Whoever makes a vow to Allah Almighty is obligated to fulfill it, due to Allah's praise for those who fulfill their vows, and His saying, "And let them fulfill their vows," and the saying of the Prophet, peace and blessings be upon him, "Whoever vows to obey Allah, let him obey Him."

Whoever makes a vow without specifying it, or is unable to fulfill it, its expiation is the expiation for an oath.

One must be cautious about breaking a promise made to Allah, as it may lead to hypocrisy in the heart, or make one of those who vow but do not fulfill.
