Is it permissible to give zakat to a man who took money from his work and was forced to spend it, and he does not possess what would repay it, and is he considered to be among those in debt (Al-Gharimeen)?

If a man is in dire need to spend from public funds—a need as extreme as that which permits eating carrion—then it is permissible for him to take from it. In fact, it becomes obligatory if his life, or the life of those he supports, depends on it. Some scholars have mentioned that the property of others takes precedence over carrion in a state of necessity, provided that the needy person is secure from having his hand cut off.
