The answer

Seeking knowledge is an obligation, and its foundation is the fear of Allah. It must have a correct methodology, by choosing a divine scholar. Knowledge should not be taken from a fool, or an innovator, or a liar, or one who does not memorize. The seeker of knowledge must adhere to a pious, knowledgeable shaykh. As for one who is not qualified for extensive study, he must learn the basic rulings of his religion by asking trustworthy people of knowledge. The one who issues fatwas must be characterized by piety, knowledge, and scrupulousness.
