What is the required amount of shortening for head hair during 'Umrah, is it sufficient to cut only some parts of the hair, can the length of hair that falls within the scope of shortening be specified, and is it permissible to shave hair outside the Haram?

The basic principle for shaving the head is to shave all sides of the hair, in accordance with the apparent meaning of the verse: "having your heads shaved and your hair cut short." Some scholars are of the opinion that it is permissible to shave only part of the hair, but the first opinion is more cautious. The determined length for shortening the hair is the tip of a finger (an anmula). It is permissible to shave hair outside Mecca, but it is better to shave in Mecca. If someone commits a prohibited act before shaving, then if it was sexual intercourse, the ritual becomes void. If it was anything else, then a ransom (fidyah) is due, because one remains in a state of ihram as long as the head hair has not been shaved.
