How can one reconcile the threat of hellfire at times for the disobedient person who has been promised it, with the hadiths that explain that an eye that has wept out of fear of Allah shall not be touched by the Fire?

Texts of promise, such as "A man who wept from the fear of Allah will not enter the Fire," are like other texts of promise for those who performed certain acts of obedience. The reconciliation between these and texts of warning which imply some disobedient monotheists entering the Fire, has been explained by scholars as this promise being specific to those whose knowledge and understanding of Allah the Almighty were perfected, leading them to abstain from prohibitions and perform commands, as mentioned by Ibn Allan. The intention, then, is that weeping from the fear of Allah necessitates complying with commands and avoiding prohibitions, and whoever is like that is among the people of Paradise from the outset. This does not contradict the texts that mention some disobedient believers entering the Fire, as they may not enter it eternally, or they may not enter the Fire designated for disbelievers.
