Is it permissible to consider the money paid for exemption from compulsory military service in a country where Islamic rituals are forbidden as usury, given the unavailability of Islamic banks?

Firstly, if a Muslim is prevented from praying and reciting the Qur'an in the army, it is permissible to pay money to avoid joining it, and to evade it by every legitimate means.

Secondly, it is not permissible to engage in usury, whether lending or borrowing. Usurious gains must be disposed of by spending them on public welfare. If usurious money comes from a repentant person who wishes to rid himself of it, then it is permissible to benefit from it.

The repentant person himself may benefit from usurious money if he repents and needs it to avert harm, provided that he does not continue to engage in usury.
