What is meant by the exception mentioned in Fatwa No. (10756) regarding the Hadith: "Allah has forgiven my Ummah for what they speak to themselves, as long as they do not act upon it or speak of it," and clarification of the phrase "not absolutely, and one should not accustom himself to it"?

Merely thinking about a sin carries no sin, so long as it does not become firmly settled in the soul, for the Prophet, peace and blessings be upon him, said: "Indeed, Allah has forgiven my nation for whatever they inwardly contemplate, so long as they do not speak of it or act upon it." However, if a person resolves to commit a sin or intends it, then he is sinful for his resolve and intention, not for the sin itself, because Allah does not punish except for what has occurred. This is indicated by the Prophet's saying: "The world belongs to four types of people...," which clarifies that reward and burden are established by intention and resolve. One should be wary of indulging in evil thoughts, as it can lead to resolving to commit them and then acting upon them, or at the very least, it wastes time.
