None of the scholars has made it obligatory for a man to cover his head. The correct view is that uncovering the head is not always a breach of muru'a (chivalry/manliness) in every time and place. Rather, the ruling varies according to people's customs. Al-Shatibi divided common customs into those for which there is textual evidence from the Sharia affirming their goodness or badness, and those for which there is no evidence from the Sharia affirming or negating them. The second type is divided into fixed customs and variable customs. Al-Shatibi gave uncovering the head as an example of variable customs, considering it bad in Eastern countries but not bad in Western countries. Based on this, covering the head for men is among the matters that defer to people's customs. A man should conform to the customs of the society he lives in, as long as it does not contradict the Sharia.
