Firstly: Creating downloadable and usable programs is permissible if their content is permissible and they are not pirated.

Secondly: Selling pirated programs is forbidden, as it infringes upon intellectual property rights. The seller must compensate the owners for the benefits they missed out on and the harm they incurred.

Thirdly: Using pirated programs in one's work does not make the work itself forbidden. However, the user must compensate the program owners for the benefit gained, or give it away as charity if unable to reach them, and must stop using them in the future.
