What is the ruling on hair on the rest of the body, and is it forbidden not to remove it?

A person has a choice regarding body hair for which there is no text prohibiting its removal or enjoining its elimination—such as hair on the chest, thighs, and legs. If he wishes, he may shave it, and if he wishes, he may leave it. This is based on the saying of the Prophet, peace and blessings be upon him: "And He (Allah) remained silent about things, out of mercy for you, not out of forgetfulness, so do not search into them." What He remained silent about remains on its original premise, which is permissibility.
