Does shaving the head become waived for a bald person in a state of ihram, and how should someone who wants to repeat Umrah during a single journey deal with their hair?

It is recommended for a bald person to pass a razor over their head, but this is not obligatory. This has been reported from Ibn 'Umar, and it is also the view of Masruq, Sa'id ibn Jubayr, Al-Nakha'i, Malik, and Al-Shafi'i. For one who wishes to perform Umrah repeatedly, it is preferable to shorten the hair in the first Umrah so that they can shave in the second. Similarly, for the mutamatti' (one performing Hajj Tamattu') if there is not enough time between their 'Umrah and Hajj for hair to grow, it is preferable for them to shorten their hair after 'Umrah so they can shave it for Hajj.
