Is it permissible to write a marriage contract for a Muslim of a nationality different from that of my country, or to write a marriage contract without consummation?

The standard of competency in Islam is religiousness and character. Therefore, it is permissible to marry someone who is pleasing in their religious devotion and character, and their nationality holds no significance. It is not permissible for a Muslim woman to marry a non-believer. A man who openly proclaims his immorality is prevented from marrying a religious woman. Competency in lineage is not a condition according to the majority of scholars. The presence of a guardian (wali) is necessary for the validity of the marriage. It is permissible to عقد (contract) the marriage and postpone the Dukhool (consummation) to a time agreed upon by the spouses.
