What is the ruling on a second marriage contract that was concluded in the presence of two witnesses, one of whom does not observe the obligatory prayers? Is such a marriage considered valid despite doubts about its soundness, and what are the consequential rulings?

One should act according to the Sheikh's fatwa regarding the validity of the marriage, because some scholars do not stipulate justice (adalah) in marriage witnesses, such as Imam Abu Hanifa, who holds that a marriage is valid with the testimony of two فاسقين (sinners).
