Among the wisdoms behind delaying the creation of humans until after the creation of the universe is to prepare the universe to serve them. There is no authentic evidence for the existence of dark-skinned Houris, and the hadith mentioned in this regard is fabricated. The people of Paradise will attain whatever they desire, and Allah will facilitate for them everything they ask for.
