Is it permissible to supplicate for a change in one's creation, such as supplicating for coarse hair to become soft, and does Allah respond to such a supplication?

It is permissible to supplicate for soft hair for a permissible purpose, such as beautifying oneself for one's husband or out of a love for beauty, provided that it is covered and not displayed except to those who are permitted to see it. This is a supplication for which an answer is hoped if the conditions for supplication are met and its impediments are absent, and if the usual means for improving hair are employed. The perfection of a person's beauty lies in the beauty of their actions and the soundness of their heart, as confirmed by the words of the Messenger of Allah, peace and blessings be upon him: "Indeed, Allah does not look at your bodies or your forms, but He looks at your hearts."
