The answer

A menstruating woman is permitted to travel for Umrah and enter into a state of ihram from the miqat. She may enter Mecca and remain in her lodging without entering the Grand Mosque (Masjid al-Haram) or her husband approaching her. When she becomes pure, she should perform ghusl (ritual bath) and then complete her Umrah, based on the Prophet's (peace be upon him) statement to Aisha (may Allah be pleased with her): "Perform all the rituals of Hajj except circumambulating the Kaaba."
