Is it necessary to seek forgiveness from someone who was harmed in childhood?

If the act occurred before puberty, there is no sin upon the doer, for the Messenger of Allah, peace and blessings be upon him, said: "The Pen has been lifted from three: from the sleeper until he awakens, from the child until he reaches puberty, and from the insane until he regains his sanity." However, if it occurred after puberty, repentance is obligatory. Among the conditions for valid repentance is seeking forgiveness from the one who was wronged, for the Messenger of Allah, peace and blessings be upon him, said: "Whoever has wronged his brother concerning his honor or anything else, let him seek his forgiveness today, before there are no dinars or dirhams. If he has good deeds, some will be taken from him commensurate with his wrongdoing, and if he has no good deeds, then some of the evil deeds of his companion will be taken and placed upon him."
