What is the ruling on preparing dozens of graves in the city's cemetery before any deaths occur?

There is no objection to the pre-preparation and digging of graves by the cemetery administration, even if there are no deceased, especially if there is a benefit in doing so, and as long as these graves are dug for no specific person, but rather for whomever dies first. This is because what is prohibited is for a person to dig a grave for himself in a public cemetery, as it causes hardship for Muslims.

The Shafi'i jurists mentioned that if someone digs a grave for himself in a public cemetery, it is not disliked, but he does not have more right to this grave than one who dies first and is buried in it.
