Is it permissible to create an electronic children's game that contains a garden with cartoon animal images?

An exception to the ruling on drawing animate beings is made for what is specifically for children, benefits them, and calls them to Islamic virtues and manners, provided they are free from forbidden elements such as the appearance of nakedness.
