The answer

The preponderant view is that on a debt is obligatory upon the creditor in all circumstances. If the amount is a debt, zakat is not obligatory on it until it is received. At that point, zakat is paid for the past years. It is permissible to pay its zakat along with one's other money. If the amount is a gift, then a new hawl (lunar year) begins for it from the day it is received, and zakat becomes obligatory on it when the hawl is completed.
