The answer

If a person obtains an interest-bearing loan (riba), they do not benefit twice: first, from the utilization of the borrowed money, and second, from the usurious increase. The increase should not be paid to the usurer; rather, it should be placed in the public treasury (Bayt al-Mal) or given away as charity. This is in accordance with the saying of the Prophet, peace and blessings be upon him, on the Day of Arafah: "The usury of the Ignorance (Jahiliyyah) is abolished."
