Is it sufficient to wipe three times to cleanse oneself from urine, or is it obligatory to wipe until nothing remains in the penis?

Scholars have agreed on the necessity of completely purifying the area from impurity. However, they differed on the obligation of using three stones (or wipes) for istijmar (cleansing after defecation or urination). The Shafi‘is and Hanbalis made it obligatory based on the hadith of Salman, while the Malikis and Hanafis did not consider it obligatory, deeming mere purification sufficient. The preponderant opinion is that fewer than three wipes, even with purification, are not sufficient.
