What is the ruling on vows and how are they to be distributed?

Scholars have differed concerning the ruling on vows (nadhr), and the preponderant opinion is that they are disliked. However, whoever vows an act of obedience must fulfill it. The vowed item is distributed according to what the one who made the vow specified; otherwise, it is permissible for him to distribute it in any charitable or benevolent way, while seeking out those most in need.
