Is it permissible to perform ablution while having makeup on the face?

For the ablution (wudu') to be valid, it is a condition to remove anything that prevents water from reaching the skin, such as wax, dough, adhesive material, and makeup that prevents water from reaching the skin. This is based on the Almighty’s saying: "O you who have believed, when you rise to [perform] prayer, wash your faces and your forearms to the elbows and wipe over your heads and wash your feet to the ankles." However, if the makeup is merely a color or is minimal and does not prevent water from reaching the skin, then the ablution is valid.
