What is the ruling on revolutions against rulers affiliated with the West, taking into account the shedding of blood and violation of honor that may result, and the ascension of another agent even worse than the first?

The principle of considering these jurisprudential matters lies in balancing benefits (masalih) and harms (mafasid). If the harms outweigh, it is forbidden; if the benefits outweigh, it is legislated. Sheikh al-Islam Ibn Taymiyyah clarified that what is obligatory is to achieve and perfect benefits, and to nullify and reduce harms. If benefits or harms conflict, the greater of the two benefits is prioritized, or the greater of the two harms is averted. It suffices for the people of ijtihad to exert their utmost effort in knowing what is closest to the intent and objectives of the Sharia.
