Is the woman given charity on the street considered indigent? And is the mother with children, to whom charity is given, counted as one of the ten, or is the whole family considered one? And is it permissible to buy 5 or 6 sandwiches with money and water, and is this considered a meal, and is it valid?

It is permissible to give the expiatory payment (kaffarah) to a needy person who describes himself as such, unless his outward appearance contradicts this. It is also permissible to give it to a single family, and each individual within that family is counted as needy. The basic principle for expiation is to transfer ownership of food. It is also sufficient to make food permissible by providing lunch and dinner for the needy from the average food of the one paying the expiation. As for giving the value of the expiation in money, it is permissible out of necessity or for a benefit. It is also permissible to give some money and some food. However, it is preferable to revert to giving a "mudd" of food.
