Is it permissible for a man who smokes and is not regular in prayer to lead the prayers in farm mosques? Do the conditions for Imamate there differ from those in city mosques? Is it permissible to play on a mobile phone while reciting Istighfar and Tasbeeh when sitting on the prayer rug until sunrise?

It is disliked for a smoker and one who is lackadaisical in performing prayer to lead the congregational prayer due to their sinfulness, and there is no difference in this regard between mosques. As for playing on a mobile phone during tasbeeh, there is a fear of losing the reward, because Allah does not answer the supplication of a heedless and distracted heart.
