Is it permissible to use the term "Al-Istifa' (the chosen/selection)" mentioned in the Holy Quran to refer to all human beings whom Allah has bestowed with His bounty (such as wealth, intelligence, health, and children)? And is it correct to apply it to a non-Muslim concerning the blessings Allah has given them, or should one suffice with the term "Al-Tafdeel (preferment/favoring)" for their worldly endeavors?

Istifa’ (choosing/selecting) means ijtiba’ (electing) and choosing. Istifa’ from Allah Almighty occurs in three ways: the choosing of the religion and the Sharia, the choosing of prophets, messengers, and the righteous, and the choosing of all Muslims who believe in the Great Book. The disbeliever is not among those chosen, selected, or elected in any way, even if it is permissible to prefer them over some of Allah’s creation in worldly matters like health or wealth. However, they are not to be called "people of preference" in an absolute sense, lest it imply their religious preference.
