What should I do with the large amount of public money that I acquired through illicit means (bribery and embezzlement), now that I have repented to Allah, knowing that it cannot be returned to the corrupt officials, and most of my possessions are from this money, which has increased and decreased due to trade, and from which I have spent on marriage, household expenses, relatives, and those in need? Is it permissible for me to keep some of it for my own needs?

It is not permissible to transgress against public funds through theft or plunder. The perpetrator is an aggressor against all Muslims, and what is taken from it is not owned and must be returned to the public treasury (Bayt al-Mal), for the Prophet, peace and blessings be upon him, said: "The hand is responsible for what it has taken until it returns it." Returning this money is part of the completeness and conditions of repentance. If it is impossible to return it to the public treasury, it should be given as charity to the poor and needy. It is permissible for the poor person who took it to take from it what suffices his needs. As for what was consumed or spent from it, Allah's forgiveness for it is hoped for.
