If a person takes out the car without infringing on the rights of others, there is no impediment to dealing with him, even for a fee, because he expends effort therein for a benefit in exchange for a specific fee. However, if he pays a bribe to public service employees to have it released:
If the release of the car is your right and you cannot obtain it except by bribing: then there is no blame on you, and the sin is on the taker.
But if the release of the car is not your right at this time, and he will release it through bribery: then this is not permissible, and it is forbidden to proceed with it when you are aware of it.
